In May 2005 members of the Patrick County WWII Pictorial Book Committee of the Patrick County Genealogy Society met at the Patrick County Library with Warren G. King, Sr. Warren is a former POW from Patrick County having served in WWII.

After an interview, Mr. King presented us with a POW-MIA flag and requested that we should try to have a flag pole installed on the Museum/Library grounds. He pointed to the very spot where the flag pole stands today.

Time slipped away as the Genealogy Society published two new books (Patrick County, Virginia WWII Pictorial Book and Patrick County, Virginia Heritage Book Volume II) and reprinted a third one (Patrick County, Virginia Heritage Book Volume I). With the 400th Anniversary of the founding of Jamestown, Virginia, our interest was renewed. In collaboration with the Patrick County Historical Society and their Time Capsule Project and with donations and assistance from our Sponsors this memorial was erected.

A special thanks to Woodmen of the World for donation of the flag and flag pole. Woodmen of the World put up a flagpole and flag each year for some organization in commemoration of 911. This flagpole in Stuart represents the site where the time capsule is buried with various Patrick County books included in it including the Patrick County Heritage Books Volumes I & II, and the Patrick County WWII Pictorial Book. The time capsule is to be opened in July 2107. Tis flag and flag pole was rededicated on 9/11/2007 by Woodmen of the World. The plaque reads "In Honor and Remembrance of the heroes and victims of September 11, 2001 and to celebrate the enduring spirit of all Americans. Presented by members of Woodmen of the World Life Insurance Society."
